1 - Declare a National Emergency.
2 - Bring all the military back from abroad.
3 - Train them in Disaster Relief.
4 - Dedicate them to help at home and abroad for earthquakes, etc.
5 - Southeast Asian Countries are talking about dedicating their military this way.
6 - Train Al Queda to develop mining wealth in Afghanistan instead of terror and poppies.
7 - Then have BP sell out to BAQ (Business Al Queda.)
